King of Garternay

A King of Garternay was the ruler of the Ronay government. He lived in a palace. Ri'neref did not become a Guild Master because of a disagreement he had with the last one. Later, the king gave him his blessing to go to D'ni.

Some speculate that Clevis may have been a king of Garternay, which would clear up the problem about his being called the king of D'ni in Passages, but not appearing in the list of D'ni kings.
